A total of 24 teams are participating in the tournament:
- 6 from the UEFA European
U19 Championship - Spain, Germany, Slovakia, Republic of Ireland, Czech
Republic and England. The
UEFA European U-19 Championship 2002 was played between 21 to 28 July
2002 in Norway.
- 4 from the CAF African Youth Championship
- The 13th African Youth Championship were played in
Burkina Faso
between 4 and 18 January 2003 and Mali, Ivory Coast, Burkina Faso and
Egypt qualified.
- 4 from AFC U20 Championship 2002
- Korea Republic, Japan, Saudi Arabia and Uzbekistan. The
Asian U20 Championship 2002 was played in Qatar from 15 to 31 October
2002.
- 4 from the
CONCACAF U20 Youth Tournament - Canada, Mexico, Panama and United States. Panama (Winner), Mexico (Runner-up); Group
B: Canada (Winner), USA (Runner-Up)
- 4 from the CONMEBOL South American
U20 Championship -
the Campeonato Juventud de América (Sub-20) Uruguay 2003 took place in Uruguay
between 6 and 26 January 2003. Argentina, Brazil, Paraguay and Colombia
have qualified.
- 1 from OFC - Australia. Group Matches for the OFC U20 World Youth
Championship was from 7 to 16 December 2002. The last play off match was played
on 22 Dec 2002 between Australia and Fiji - Australia won 4-0.

The competition has six groups of four teams each with sixteen qualifying for
the second round. The top two in each group and the four third-placed teams with
the best records qualify for the round of 16.
