Five other nations competed in a tournament hit by a package of unexpected problems.
Eight teams were expected to take part, but Nations Cup contenders Cameroon and Congo Democratic Republic did not turn up forcing organisers to change from a group to a league format.
The next edition's date and venue are still to be decided.
